Each of those ICs consists of a voltage reference unit, a comparator, resistors for detector threshold setting, an output driver and a hysteresis circuit. There are two types: R3119NxxxA has the CD pin for setting the output delay time. R3119NxxxE has the SENSE pin. The supply current of IC is only 3.3µA.
